Ticonderoga POLICE Department

FELONY ARREST –  The Ticonderoga Police Department and the New York State Division of Parole conducted a joint investigation on July 1, 2014. Robert Chenier (33 years old, resident of Ticonderoga, New York) was arrested for Sex Offender Failure to Report Change Address (E/Felony).

 

At approximately 3pm on July 1, 2014 Robert Chenier was located and arrested on a Class E Felony - Sex Offender Failure to Report Change Address. Mr. Chenier was released from prison on June 13, 2014. The prison sentence was from a 2012 assault with a knife which occurred in Ticonderoga. Mr. Chenier is also a registered sex offender and after being released from prison Mr. Chenier failed to make any changes to his address.

Robert Chenier will be arraigned in Ticonderoga Town Court at a later date. He was lodged in Essex County Jail for violation of terms of Parole.

 

This case was handled by Patrolman Heather Genier and Patrolman Kevin Kilcullen from the Ticonderoga Police Department and assisted with the arrest by New York State Division of Parole, Senior Parole Officer Robert Fall and Parole Officer John McQuinn

FELONY ARREST – The Ticonderoga Police Department arrested Craig E. Granger (24 years old, resident of Putnam Station, New York) on the Vineyard Road on Sunday June 29, 2014 at approximately 8:30pm.

 

·         Aggravated Driving While Intoxicated over .18% : Previous Conviction of Designated Offense within 10 years - Class E Felony

·         Unlawful Possession of Marijuana – Violation

 

Police Officers responded to a Property Damage Auto Accident and upon investigation found that Granger was Operating Vehicle While Intoxicated and Possessing Marijuana.

Granger was processed and released to a sober third party on Uniform Traffic Tickets and is to appear in the Ticonderoga Town Court at a later date.

Low Speed Prusuit - On Monday June 30, 2014 at 1:00am Officers with the Ticonderoga Police Department arrested Jerry Dunbar (25 years old, resident of Bristol Vermont) and Christina Sparks-Freegard (19 years old, resident of Bristol Vermont) for the following charges:

 

                Jerry Dunbar

-          Aggravated Unlicensed Operation – 3rd Degree – Unclassified Misdemeanor

-          Multiple Uniform Traffic Violations

Christina Sparks-Freegard

-          Unlicensed Operator

-          Reckless Endangerment in the 2nd Degree – Class A Misdemeanor

-          Multiple Traffic Violations

 

Officers with the Ticonderoga Police Department observed a vehicle with loud exhaust and no plates traveling down Montcalm Street. The Officers attempted to make a traffic stop and the operator failed to comply.  The officers observed the driver and passenger change positions during the pursuit. The operator finally complied and both Jerry Dunbar and Christina Sparks-Freegard were arrested. Mr. Dunbar and Ms. Sparks-Freegard were arraigned in front of Town Justice James O’Bryan and remanded to ECJ for lack of $2500 bail or $5000 bond.

 

This case was handled by Patrolman Mark Belden and Patrolman Adam Hurlburt of the Ticonderoga Police Department. Local police received assistance from the New York State Police.

June 30, 2014

 

FELONY ARREST – On June 29, 2014 at 3:55am Officers from the Ticonderoga Police Department arrested Christopher J. Lambert (36 years old, resident of Ticonderoga, New York) for Grand Larceny in the 4th Degree (E/Felony).

 

These charges are related to an overnight theft from Walmart on Wicker Street in Ticonderoga on 6/29/2014. The felony larceny alleges the theft of a computer and television valued at more than $1000 from inside that store. The merchandise was recovered and Lambert was processed and released with an appearance ticket to appear in court at a later date.
